At Phillips Lytle, Mr. Hoover co-chairs the White Collar Criminal Defense & Government Investigations Practice Team. He represents grand jury targets and defends a wide variety of federal, state and local criminal matters and investigations, including white collar cases, complex fraud cases, tax cases, and environmental matters.  Mr. Hoover has extensive grand jury, courtroom, trial and motion experience.  His practice includes defending government investigations, counseling clients, and handling administrative matters, debarment proceedings and litigation involving an array of federal agencies, including the Chemical Safety Board, Department of Commerce, Department of Homeland Security, Department of Labor, Department of State, EPA, FAA, IRS, and OSHA.  Mr. Hoover has handled state investigations and administrative matters involving the New York State Attorney General, the New York State Comptroller, the New York State Department of Environmental Conservation, the New York State Department of Financial Services, the New York State Department of Taxation and Finance, OCFS and other state agencies.  He also conducts internal investigations for clients. 

Mr. Hoover also litigates a wide variety of civil and commercial matters. 

Mr. Hoover has extensive appellate experience in briefing and arguing appeals in both federal and state courts, and has argued 32 cases before the United States Court of Appeals for the Second Circuit.  Mr. Hoover is a frequent speaker at continuing legal education programs on federal criminal defense and other topics. Mr. Hoover is a member of the Pro Bono Panel of the United States Court of Appeals for the Second Circuit.
