Mr. Ross concentrates his practice in commercial real estate and general economic development, including project development, public finance, economic development incentives and leasing.
He previously held the positions of General Counsel and Deputy Commissioner, Empire State Development; Assistant to the Director, New York State Canal Corporation, and Assistant Counsel, Dormitory Authority of the State of New York. In addition, Mr. Ross served as Research and Policy Analyst on the staff of Governor George E. Pataki from 1995 to 1998.
Mr. Ross has also served as bond counsel and underwriter's counsel on tax-exempt and taxable issues by municipalities, state and local authorities and industrial development agencies. Projects have included low-income housing, waste management, water and sewer systems and commercial projects. Mr. Ross is also well-versed in the Public Authorities Accountability Act, having counseled several local authorities on same. He is also a member of the Canadian Cross Border Team.
